Translate rotary encoder movement to repeating keystrokes?

Hi! New here to Bome.

Can I assign a rotary encoder (created in TouchOSC) so that if I'm turning it clockwise, it sends out a repeating keystroke, and if I turn it the other way, it sends out a different repeating keystroke?
