a hex checkbox in the rules

I can input hex with 0x on the rules pages, but whenever I change translators, they are always presented back to me as decimal. Perhaps a checkbox on the page that says "work in hex" or some such thing so I could always see one or the other.

one of the next versions will store the rules just the way you enter them in the text editor. So your choice of numbering, comments, empty lines, etc. will get preserved.
