I want to run MIDI-Ox, MIDIYoke and MIDI Translator all at the same time. Is there likely to be latency issues or system resources being strained?

Every MIDI software that you route a MIDI message through will add a little latency. Usually, on modern computers, it's neglectible, but in general you should just try it and see if and how well it works.
On terms of performance, MIDI is not very demanding for processors, so unless you have a computer from the stone age, I wouldn't expect problems there, either. You can use the Task Manager to see how much of the processor is used.
