all notes off, all channels?

There isn't a single translator in MT that will turn off all notes on all channels. Some software or hardware may have commands they can receive, however.

If you want to hit one button and turn off all notes on all channels you can create a series of timers which all trigger at the same time and repeat a certain amount, but there will be a natural amount of delay involved. I can write this up if you want.

It would be the same thing. The best way to do it would be to have a single button press trigger 11 timers which all repeat every millisecond and turn each note off. There really isn't any quick way to do it without a specific message in your software/hardware.
